In case of USB flapping/reconnecting on your DELL laptop,

• try to update all drivers and BIOS first,
• then update displaylink driver to latest version
• and then follow this fix in BIOS

1. Bios- System configuration – USB configuration -> uncheck both checkboxes
   system configuration – Dell Type-C Dock configuration – uncheck checkbox
   REBOOT
2. Bios – System configuration – USB configuration -> check both checkboxes
   REBOOT
3. Bios – system configuration – Dell Type-C Dock configuration – check checkbox
   REBOOT
   

I can confirm, that this solved issue on my laptop.
