Issue in this case was, that there was no other drive except system drive and
wbadmin start systemstatebackup -backuptarget:C:
generated this error
ERROR - The backup storage location is invalid. You cannot use a volume that is included in the backup as a storage location.
In this case, registry tweak is needed. Set value of AllowSSBToAnyVolume to 1 in this path:
